Purpose
The intent of this Memorandum of Understanding (MOU) is to clarify mutual opportunities and expectations between each of the parties listed above.
Background Understanding
As a young and growing democracy, Vanuatu is making major strides developing public services. A large focus has been improving access to quality healthcare. One piece of the plan is to send young students to receive medical education abroad (in Fiji, Cuba, Papua New Guinea and China). These students have been returning with varied levels of comfort in healthcare delivery.
There are currently two paediatricians at Vila Central Hospital (Dr Caleb and Dr. Thyna) while Dr. Annette is nearing the end of her Masters in Paediatrics). They are currently managing the complex medical care of many children per day. In addition, they are working with the Training Interns and Interns. Because the load they carry is so large, additional formal teaching opportunities are limited.
Dokta Matt (Dr. Cornish) has been to Vanuatu four times, including once to provide medical care in the aftermath of Cyclone Pam and again for 4 weeks teaching and working at Vila Central Hospital (VCH) in August 2017. His wife lived in Vanuatu for an extended period 20 years ago, has been back numerous times and shares a love for the people and the country. Dokta Matt is a paediatrician with 15 years experience in a busy practice in the US.
Proposal
Dokta Matt and his wife, Vicki, moved to Vanuatu July 2019. Their main interest is to contribute to the growth of the country. Specifically, Dokta Matt is supporting his family with a limited concierge practice called Dokta Blong Mi, allowing time for volunteer teaching at VCH. His areas of specialty include paediatric care, technology in medicine, research and teaching.

Expectations
Dokta Matt will:
- Practice to the highest standard of care accessible and within the guidelines of medical ethics established in Vanuatu.
- Volunteer time at VCH.
- Admit private patients to VCH and directly supervise their care.
- Maintain US and Vanuatu medical licenses and actively participate in continuing medical education.
- Work collaboratively with the other doctors in the medical community, including VCH.
- Offer his skills to the Ministry of Health in accomplishing its missions.
Vanuatu Ministry of Health (and the Vanuatu Medical Board) will:
- Provide an unrestricted medical license according to national and international standards.
- Communicate directly desires as to how Dokta Matt can best be a contributing member of the medical community.
- Provide data for teaching initiatives and possible grant procurement.
- Help reduce political barriers where necessary that could keep the Cornish family from being able to live and work in Vanuatu.
Vila Central Hospital will:
- Allow Dokta Matt hospital treatment privileges according to legal framework.
- Allow Dokta Matt the opportunity to teach paediatrics according to the highest standards of care to the Interns and others interested in such teaching.
- Communicate teaching needs and coordinate how Dokta Matt can best augment the preparation of the Interns.
- Allow use of hospital facilities with the Paediatric Team.
- Allow private patients to receive care at VCH as per all patients, but to do so under the supervision of Dokta Blong Mi.
Opportunities
Under the terms of this MOU, Vanuatu will:
- Have a private practice paediatric specialist.
- Enjoy improvement in the reputation and trust in VCH as people with a wide range of means choose to have their children cared for there.
- Strengthen ties between private practice doctors and the public medical system.
- Have an additional resource in preparing the Interns to care for paediatric patients.
- See improved paediatric healthcare outcomes as the broader medical community works toward this unifying purpose.
- Have another family actively working toward the success of the Ni-Vanuatu dream.
